There's no time pressure, so take the time to plan your rotations.
Before rotating anything, follow the glowing beam path on the board to understand where it currently goes and why. Random rotations without this context tend to waste moves.

A splitter means you likely need to solve two separate paths from that point forward — treat each fork independently. A portal means the beam's exit point could be anywhere on the board, so check both portal locations.
